Usually, there is no need to assign them.
The program you mentioned is the only one I have ever heard of that takes
control of a speech engine and does not allow the speech engine to be used
by other programs.
Maybe you can temporarily disable the mentioned program, from the system
tray, so you can use your speech engines for other programs.
