Thanks for this, Joerch -- it was exactly what I needed. While I can understand the logic behind wanting people to be working with the most up to date UI simulator, it seemed like more work than it was worth to figure out the full Cygwin install, especially since all I wanted was a slightly easier way to perfect my WPS screens.
Do you think it would make sense to add a link to your page to the UI Simulator Wiki page?

To build it your own grab the source
extraxt it anywhere to the drive
change to that directory
now you in the cygwin console window, hope you like it...
read the instructions
Save the tarball to /DEVKIT/home/guest/
o The tarball will typically be named:
Where yyyymmdd is the year/month/day of the release
o For the purpose of this document, we will simply
call this file "tarball"
Unzip the tarball by typing:
~> daily tarball.tar.gz
Making a Simulator Build ===
~> cd tarball
~/tarball> mkdir MySimBuild
~/tarball> cd MySimBuild
