Just paste the english.voice file in to the langs folder.
This is under the .rockbox folder.

to get the voice files go to
http://www.rockbox.org/twiki/bin/view/Main/VoiceFiles
look for the heading that says daily builds.
As of now you can download either the eloquince voice file the microsoft
mary or mike zip files.
Then once unzipped paste the english.voice in the langs foler which is under
the .rockbox folder.
