no.
This behaviour has been changed pretty long ago now, all devices are
using the Decibel scale which their sound amp supports. Archos
supports up to +12dB, all other targets (IIRC) up to 0dB. This should
be documented somewhere in the wiki and the manual.

wps have been moved to .rockbox/wps, their bitmaps (for targets that
support bitmaps) to a subfolder of this which has the same name as the
wps itself.
