I still think that if you just added a phonetic portion to the existing
language files, so that the text to speech would have a correct
pronounciation and at the same time a sighted or partially sighted user
would see the properly spelled version, it would cover both cases without
needing to discuss semantics of "partially sighted" versus "blind" or have
separately named language files. :)
