The disk might not be partitioned.

In windows XP, click start->run...
type compmgmt.msc
click ok.

At the left side of the window that appears, there is a 'storage part'. The
disk management is beneath this item. If the disk is shown there, it might
have 1 TB of empty space. Right click on the empty space and there should be
a 'new paritition button. Use that to partition the drive, then format it.

A driver or a CD certainly should not be necessary. Also check the manual,
which contains the information which i just gave you:

If you only use the disk in windows XP, be sure to format it with NTFS. If
you want to use FAT32, find another partitioning tool as the windows xp disk
management would limit you to 32 GB partitions.
