Confirmed on my IHP140.
Set to bookmark on stop and load last bookmark and you have a interim work
around for the resume on start-up. Agreed that this should be fixed prior
to 3.0.

This isn't true for me. With resume on startup disabled, speech works as
soon as you make it play a speech clip, either by pressing menu or by
navigating with voice directories/files enabled. The only problems I
have are with resume on startup enabled.
The work around is to disable resume on startup and just press play once
you power on to resume. I know this adds an extra step to the startup
process, but it is not that difficult and is better than speech
breaking. Nevertheless, I do think this needs to be fixed before 3.0.
