The samplerate is too low.
IIRC you need a samplerate of 32K for SPDIF to kick in.
Spoken word is, imho, the greatest culprit of this.
Sadly, it's a harware limitation, not something that could be readily
fixed by Rockbox.
...probably not "impossible", but certainly not expectable.
