I can't speak for the original question, but this is the perfect solution
to my question yesterday about converting MPEG 2.5 -> MPEG 2, so I can
play these files on an original Archos 6000.

Works like a charm! This is on Windows:

>lame --mp3input --resample 16 awtrey.mp3
LAME 3.97 (beta 2, Dec 22 2005) 32bits (http://www.mp3dev.org/)
CPU features: MMX (ASM used), SSE (ASM used), SSE2
Resampling: input 11.025 kHz output 16 kHz
Using polyphase lowpass filter, transition band: 5742 Hz - 5935 Hz
Encoding awtrey.mp3 to awtrey.mp3.mp3
Encoding as 16 kHz 24 kbps single-ch MPEG-2 Layer III (10.7x) qval=3
    Frame | CPU time/estim | REAL time/estim | play/CPU | ETA
 80619/80619 (100%)| 1:02/ 1:02| 1:02/ 1:02| 46.740x| 0:00
-------------------------------------------------------------------------------
kbps mono % long switch short %
   24.0 100.0 84.6 8.5 6.9
ReplayGain: -1.8dB

Thanks alot!
