Hi Jamie,
I did run c:\buildDir\cscript makevoices.vbs
I probably should have mentioned that in my original message.
I got the script from your link.
The only thing I can think of doing is to zip up my directory, and send it
to someone who has done it successfully, and have that person try it.
Any takers?

Don't run the script from the command line by just typing its name. You
need to run it like this:
cscript makevoices.vbs
Btw, where did you get your english.lang?
