Short answer: yes it should. Long answer: I assume you mean by comment field the artis, album and other tags that can be added to ogg vorbis files. If you look at the encode command you "should" see that the tags are added at encode time. -o %m (output file) -a %a (artist) etc. When you have the id3 options ticked it will also add an id3 tag. On linux there is also a excelent gui tagger named easytag (http://easytag.sourceforge.net/).
