I would be happy to have my additions added to the voice wiki, but unfortunately the registration procedure -- namely entering the verification code -- is simply not accessible with my JAWS screen reader. I have mailed you a ZIP archive voice.zip containing all necessary files to begin the voice generation. However, you will still need a SAPI4 or SAPI5 compatible speech engine. You might consider purchasing a license for Scansoft RealSpeak Solo Steffi which is a very nice German SAPI5 speech engine sold for US$ 45 by Nextup.com.
