You probably need to convert the file from UTF-8 to ISO8859-1 (I *think* that's the correct character set), as your speech engines probably don't handle UTF-8 correctly. Unfortunately, I have no idea what tools could do that. I can easily do the conversion in Python, but that isn't much help to you if you aren't familiar with it.
