I'm using an older version of Rockbox (circa end of August), with a few custom patches, though none of them should be affecting tag cache at all. I find, whenever I add new music to the HD, I have to completely re-initialize the tag cache -- even though it's set to update automatically, as per the documents -- then reboot. Until then, whenever I try to load the music database, I'm told that tag cache isn't ready. Something you may want to play with is whether or not you load it to RAM.
