Well, as I said, I've had no problems using it.
Try opening config.cfg, removing all the lines but the volume line
from it, choosing to save as fixed.cfg, then booting up the player,
changing the volume, shutting down, booting up again, and seeing which
volume value is used.

It works for me, so I'm not really sure what else to suggest.
