You'll notice that at http://www.rockbox.org/mail/etiquette.html it doesn't actually require that you include any part of the message, but merely strongly recommends that if you quote a prior message you use as little as possible. The linked RFC1855 mentions that quotes should be used to provide context if it seems necessary. Therefor, a message without any is acceptable should it be reasonably clear what it's in response to as far as the posted guidelines seem to say.
