  I made this same comment yesterday and nobody has said a single thing about it. I made voices today with the English.lang from this morning and they are still not voiced.

  The two things that immediately spring to mind, one in the main menu which I have no idea what it's called since it's from the new menu system, and as I said yesterday, settings >Sound settings, the channels option does not speak. I know it is that, because it has options such as mono, stereo, karaoke etc in it.
