When you say, "brandnew config," are you referring to the config.cfg file, which is generated automatically by Rockbox, or to a user-created .cfg file which is generated through the "Manage Settings --> Write .cfg file" function? The config.cfg file contains only those settings that are *different* from the default settings. The default for the talk menu option is "on." The only reason that setting would appear in the config.cfg file as "off" is if the setting was changed from its default. Try this: reset your settings, either by turning on the "hold" switch (be sure to do this after the bootloader has loaded, or else the default Apple firmware will load) or by using the "Reset settings" option in the "Manage Settings" menu.
