The voice file is in the right place. However, I don't even see a file named
config.cfg at all.
Also, for some strange reason it keeps renaming my files. Rockbox.iaudio
becomes uockbox.iaudio, I rename it back and it keeps changing again.

Is there an easy way to reset it back to complete defaults, even as far as
the original bootloader? I'm tempted to get it back to out of the box
condition and redownload everything, just start the whole process all over
again.

The point is that the default setting is to enable the voice. If for
whatever reason the voice has been turned off in the settings, deleting
the config file will restore the default settings.

Are you sure that you have put the voice file in the correct location?
The voice file is in a ZIP archive, make sure you unpack it correctly.

The timing for the ON switch is the same with or without Rockbox.
