It could be that the battery has run down; the charger won't work
well unless you are running the Apple firmware when you use it. So I
would try this:
1. Plug the iPod into the computer. Even if you get error messages
about the USB device not being recognized, it should get some
power. Let it sit there for a while, maybe half an hour.
2. Disconnect it from the PC and try switching to the Apple firmware.
3. If that works, use the charger, or plug the Nano into the computer
for a longer. The computer should now recognize it as an iPod. Keep
it connected for 4 hours to make sure the battery is fully charged.
