Addendum to my remark:
Upgrading my rockbox source to the latest one did the trick. LANG_BOOL_YES
and LANG_OFF now speaks with no problem.

What I did:
I edited all references to sapi5_voice.vbs inside voicecommon.sh and instead
created a new VBS file called sapi4_voice.vbs handling calls to SAPI4 in
place of SAPI5.
sapi4_voice.vbs takes the same command line arguments as does
sapi5_voice.vbs the only difference being the routine speaking the WAV file
calls SAPI4.
It's a quick fix, but it works.
