That's an OLE error which seems to be SAPI related according to
Google. Unfortunately I don't know what causes it. Maybe
reinstalling SAPI5 will help.

As a general hint, if one sees such large negative error numbers
on windows, it is often helpful to convert them to hexadecimal
and then google for that. -2147200966 == (0x)8004503A
