As far as I know, it doesn't exist an unattended installation program.

Running setup.exe you can choose among installing the packages from
internet, just downloading them, or installing the downloaded ones. But
always using the same installation program.

I quit using cygwin since some months, so I don't know how the installation
program works, but I'm quite sure that it shouldn't be changed so much.
