Problems making voice with cygwin

Hello,

I've been battling with this all weekend.

Trying to make a voice, I get as far as the makefile being generated. When
I then go to make voice, the following errors$ happen:

Make -C rbspeex
Gcc: installation problem, cannot exec cc1' no such file or directory
Cc
Gcc: no input files
Makee[2] rbspeexenc.o error 1
Make[1] rbspeexenc error 2
Make voicetools error 2

After running the tools/configure script for the voice generation, I do get
the outputs regarding using arm-elf-gcc and it does say 'created makefile'.
In my build directory I have autoconf.h and makefile.

Using cygwin with the latest packages, full install.

Any help much appreciate. I do have gcc itself installed, a cygcheck gcc
confirmed this.
