No, it's probably not mentioned there explicitly. I never said I
expected you to know this in advance, but I did clarify that it's a
policy issue, and frankly when one of the project leadership says "Do
not discuss this on our mailing list" it really doesn't matter *why*
they want you not discussing it on their list, it just matters that this
is the project saying "This is our list, and these are the conditions
expected to be followed by its users."
