The person who told you voice needs to be turned on in the config file
was wrong. It does default to being on still.

As to the voice file, they're automatically generated. Not only that,
but the amount of memory available for them can change with every update
too, and updates happen several times a day. So while they do "match"
sometimes conditions will make one not work.

You could try the current build and associated voice, rather than the
release, to see if it works any better for you.
