Hi.

Thanks for rockbox, and especially the accessibility features. Is it possible to use the eloquence voice ? or to use JFW (Jaws for windows - I have version 9.0) to create the .wav files ?

Hi. Unfortunately it is not possible to use eloquence voices that come with jaws to create the clips, because those voices are locked so they can only be used with jaws.
You can only use sapi voices for creating the files, though there are many very good quality voices around.
The only way you might be able to use eloquence voices to create a rockbox voice or talk clips, would be if you were to install the various eloquence sapi 4 voices. However many users including me have experienced problems using sapi 4 eloquence voices, in fact I eventually gave up, as although I eventually did get a voice to create, the sapi 4 eloquence doesn't sound like that included with jaws. Also, for some reason after a cygwin reinstall it stopped liking the sapi 4 eloquence. You can use the real speak solo voices that were shipped with older versions of jaws, but you will have to download these, as the new real speak direct voices they ship with jaws are now locked to it like eloquence is.
I use some very good quality sapi 5 voices, that sound almost human, I don't like the real speak solo voices much.
