That's just 'file' trusting the header and not looking deeper into the sample.

$ dd skip=1 bs=1168 if=01\ Down.ogg of=test.ogg

$ file test.ogg
test.ogg: Ogg data, Vorbis audio, stereo, 44100 Hz, ~128000 bps,
created by: Xiph.Org libVorbis I

The resulting test.ogg plays in the sim, but lacks any metadata.
