They're more or less mutually exclusive. I don't think anyone really prefers the posting style where someone leaves the *entire* previous message on, and posts after it, either unless it's a quite short message. The rule is "you must not top post" rather than "you must post after a single giant block of quoted text" because, I think, nobody reasonable expects people would actually choose to post after giant blocks of text, something that's really the worst overall solution. Top posting and bottom posting are bad, but bottom posting seems "obviously" bad while top posting seems the sort of thing people might recognize as "not optimal compared to inline, but something I like to do because it takes less time." Inline posting actually has real-world measurable benefits too.
