this is because properties of a track are I believe handled by a plug in, which of course at the moment are not voiced.
as for speech not working when a track is paused, again this is an issue, speech will not work when a track is paused, but as I understand it would need a lot of work doing to fix.
plug ins being voiced were a gsoc project some years ago, being worked on by tom ross, the task is still open on the tracker but it hasn't been updated in well ages, and I tried e mailing Tom to ask about its status but he did not reply, though he does appear to still be active in the community.
