Yes, you can play IF on rockbox, though how tedious it is depends how
easy it is to use the virtual keyboard on your player (the scrollwheel
targets are rather annoying at present).

No, it's not accessible with speech in any way: plugins cannot currently
use the core's translation and voice facilities, and even if this were
fixed Frotz would require a full realtime text to speech engine which is
extremely unlikely.
