Though (nit-picking), I think what you're actually talking about is a .voice
file? The <language>.voice file is responsible for voicing the menu
structure, whereas .talk clips are used to voice files and folders in the
filebrowser. The two shouldn't be confused. Regardless, both .voice and
.talk files will be needed for full operation by a non-sighted user, and
RbUtil can generate them both provided the system has a supported TTS engine
(on Windows, you'll almost definitely have SAPI, so, no worries there).

You may need to check an option in RbUtil (the name and location of which
escapes me at this late hour) to get it to display unsupported targets (such
as the Classic) in order to get it to build .voice/talk files, you may
not...I'm unsure.

Aaaanyway, RbUtil is what you're after to voice your device, and its
actually a remarkably painless process.
