I don't think it's necessarily true that the developers of the RockBox
utility are following this list and reading these messages. In fact, I
think a lot of developers stopped following this list because of the
frequent debates over following the list etiquette or not.

I don't see enough of the message quoted here, but there's also a
difference between informally reporting a problem in an IRC channel or a
mailing list and officially reporting a bug through the bug tracking
system. If you want something to be on the developers queue, and you
want to track it to completion, then you're best bet is to file a bug.
