Creating .talk files from the comamnd line?

I want to create .talk files automatically without requiring human
interaction. I have been researching but it seems this is only
possible interactively through the RockboxUtility GUI.

Is is possible to create .talk files from the command line?

It appears that there might be a ms-windows program as referenced at
http://www.rockbox.org/wiki/VoiceHowto but that is very MS specific
containing MS .exe programs. I am running Debian.

If the answer is no, doesn't exist, that is okay. I will try to dig
it out of the RockboxUtility source code. But I would hate to have
missed it if this were already done by someone. The .talk files are
one of the best features!

Thanks,
Bob
