Website reliability

The www site has gone down a lot since the migration to the new host.

The fundamental problem is that our ancient, unmaintained wiki engine
can't handle even moderate read-only loads, with routine bot traffic
triggering a DoS of the entire web server. This used to happen about
once every couple of months, but the new host has 1/6th of the RAM as
the old one, so the DoS threshold happens a lot sooner, sometimes
several times a day!

Work has been underway to move from the ancient foswiki 1.x instance to
the actively-maintained (and much less brain-dead) foswiki 2.x. Thanks
to many architectural improvements it should be able to handle _far_
better loads. Or so we hope.

The main thing in the way of just swithing to the new wiki is that the
theme still needs porting. And the fact that I'm writing this from the
middle of Ocala National Forest.

On Monday I intend to flip the switch to the new wiki, clean up any
lingering mess, and resume working on the theme.

In the mean time I made a config change to the www server that will hurt
the wiki responsiveness but should keep it from completely DoSing the
rest of the www site. I hope.

There's always something, eh?
