Hello Dave,

That is an arbitrary limitation of Windows' built-in format tool.

There are several third-party tools, which can format larger drives (up
to 2TB) as FAT32 with no issues.
https://rufus.ie/ is a commonly used swiss army knife for such (and a
lot of other) situations.
