This is the only part that matters I believe. In my opinion, the specific license on binary packages of open source software is only relevant for practical reasons like that. As long as the plan is not to change the licences on the source code (which from my understanding is the case here), this relicensing does not change anything about what people can do with either the code or the compiled executable, so I believe this is perfectly reasonable.
