I was thinking that the policy that has been hinted at (but not set out clearly) might have some legal basis, but more likely it's just a case of "my ball". There are precedents for tracing activity on the internet to individuals in the event of illegal activity. Requiring a name from a contributor, without further checks of identity, is really a worthless identification.
