The conversion from CVS to SVN is just a tool that needs to run for a while (it collects what it thinks are single commits to CVS and commits them to the svn repo one by one, so that when the tool is done the svn repo has serveral thousand revisions), but there's no way to do it incrementally and it feels like overkill to go a long way just in order to avoid a few days of instability. I just don't think its worth it.
