Although Cygwin is a bit slow, it normally isn't that slow. One
possibility is that some program that you have installed causes this,
typically a firewall or antivirus program. I had a firewall like that,
and it made Cygwin several times slower.

I just tested a rebuild of a plugin for the simulator, and that took
about 10 seconds (both on a desktop and on a laptop). Install is still a
bit slow, but if it is only for a plugin, you can always do a manual
copy of the changed file, from apps/plugins/<file>.rock to
archos/.rockbox/rocks (or viewers, depending on the type of plugin).
