This would require the user to have read the rules, and then respond to an automated question posed by a bot to them when they first enter the channel. Only when they respond with the correct answer (presumably something to do with the rules they've just read) do they get voiced. This is fairly draconian though and I can't see it being popular... A lot of the really large IRC support channels I've been in over the years have had to do this though.
