All this is pretty trivial and is described in that famous manual.

This could be useful for window$ developers since using console applications
in general might be a problem (don't know for sure though). The reason why I
haven't touched window$ (if we ignore ideology here) is that it is so
difficult (compared to Linux console).

No need to explain anything special, everything is well documented in the
Wiki (installing the cross compiler, etc.).

Cygwin support might be appropriate for someone, but I strongly recommend
that general instructions for compiling Rockbox would not be repeated there.
