I agree with you: Actions make sense in the core application, but are more burden than help in some plugins.

IIRC one of the primary purposes of actions was that we don't want to have to write new button code everywhere when a new port is done. But with many plugins that does not apply. Only relatively simple plugins will work sanely without custom button/action alterations for new ports.

I think the simple solution is the correct one: Where it makes sense, use actions. But don't shoe-horn them in where they don't fit.
