No the feature is not disabled completely since there is no such option in the software. I have simply hidden the voting link from the task details page.

I don't want to change the software too much since it makes it harder to upgrade.

The reason we don't want voting visible is that it gives visitors the false impression that they can influence what tasks developers work on.

People who "just want to contribute" should rather, and in general already do, choose tasks which are close to their areas of interest, the players in their possession and which match their skill level.
