I agree, but I think that contact is much better done via a mailing list or similar, as then the idea can be discussed and bounced around easier. Incidently, that is also how most open sorce project do these sorts of things. The feature request tracker as it works today, allows for any outsider to just walk in on our project and submit the idea the user thinks is a good idea. And that's not ideal.
