Chances are higher that there's no replaygain at all in messy collections, and/or that the volume differences are even higher without replaygain (even if some files are tagged).

I rather think that people, that do not tag all files with replay gain do only tag the very loud and very silent songs, and not the ones they considering as having a good volume. In his case too, the volume difference is higher without replaygain.
