It's just not a good policy. You can maintain your personal behaviour of using a key to light the screen by getting used to "first keypress turns on backlight" and simply double tapping volume for the first step, or by compiling a custom build with the change reverted. Meanwhile, you've already admitted you never use on-player playlisting. It's possible you'd use it more if it became significantly easier. It's also possible that's not why you chose Rockbox at all. But it is a feature we list as being one of the gains of Rockbox, and honestly "turning on the backlight" is hard to justify as "giving the user more functionality" than a single-button insert.
