Those are in fact features of Rockbox Utility.

This is a tab which has buttons for downloading the manual in zip and
pdf format. The manual will get placed on your player. There's also a
link on that tab page that will open the html manual in your browser.
You can tab through the elements, though the tab order seems currently
to be messed up.

This is another (the last) tab. It reads the installation log and
displays all packages and their files installed with Rockbox Utility,
their version and highlights outdated files. It's displayed as a tree
view, but you can't select that view with the tab key. Maybe that's
the reason why you don't find it?
