Binary of current svn with the latest patch of that task applied at
the same location I posted yesterday:

This is not completely true. You could build Rockbox Utility using
Cygwin, though you need Qt for that. As far as I know there are no
pre-built packages of Qt for Cygwin available. Building Rockbox
Utility is much easier using MinGW on Windows. For this a nice
installer package exists (Qt, MinGW and msys).
