Because we cannot manage to write code, so we have to constantly change
it until we're lucky enough to get it right :)

No, seriously, Rockbox is an active project. Code changes often, that
also applies for rbutil.
And while other projects are active as well, rbutil doesn't have a fixed
release cycle, but rather releases on certain major bug fixes or new
features.
